MANIFESTO

Pakistan Tehreek-e-Shadbad

Pakistan Tehreek-e-Shadbad is aimed at bringing prosperity in public life, improvement in behavior, ensuring protection of an individual’s self-respect, providing equal opportunities for getting standard education. EDUCATION will be given in national/mother language i.e. Urdu, Punjabi, Sindhi and Pushto etc… However, equal opportunities will be provided to learn other languages. Needy children will be given free education and scholarships too, to reduce their parents’ financial burden. To curb unemployment, especial heed will be given to the informal/ vocational education.

 

HEALTH will be the first priority to make the nation prosper and happy. A special attention will be given to nutrition and psychology.

RESPECTABLE EMPLOYMENT is the basic right of every individual/ citizen and state will be responsible for it. Opportunities will be provided to the manufacturers to improve their productions quality on all levels. At the local level, manufactured commodities/goods shall be bought preferably.

Education, health and employment will be the three most preferred areas for Pakistan Tehreek-e-Shadbad. The state will be responsible for provision of these facilities. No child will be deprived of education for want of money. Similarly, no patient will be deprived of medicine for lack of resources.

Every citizen will be given complete protection. Zero tolerance policy will be adopted against violation of human dignity and basic human rights. Every citizen will enjoy the freedom to practice his or her life in accordance to his/her faith and beliefs.

Women, children, transgender and minorities’ rights will be protected at all cost. Reforms will be introduced in all institutions, people will be given a chance to learn their work, through learning and motivation/trainings for skillful youth is the aim to get respectable employment at internal/external levels. They will be equipped with modern skills to perform their tasks in a better way. Citizens will be helped in order to make them financially, economically and technically empowered.

In agriculture sector, access to affordable inputs, financial assistance, safety networks will be the core areas, agriculture sector will lead to industrialization. Farmers will be educated to enhance the per acre yield and irrigated land will be protected for the better future of next generations. Marketing opportunities will be for growers at local, national and international level in competitive manner. Water resources will be managed through modern technologies to facilitate the farmers and energy sector.

Safeguard of public interest will be core theme of party. Reforms will be extended in the JUSTICE/PROSECUTION system at local level. Free access to justice will be ensured. Reforms will be undertaken to institutionalize the Police Department on modern grounds to pave way for speedy justice. Police personnel will be trained to treat the public in a friendly manner.

Access to basic amenities will also ensure productive, healthy, effective, creative and peaceful life for the citizens. Electricity, gas, water, etc. will be provide at door step without any interruption and discrimination. Complaints of any sort will be addressed sharply and support for arranging payments to utility bills will also be extended.

To achieve above objectives and to accelerate public welfare, good governance will be the sole strategy of the party. No compromise on red-tapism, reward based performance, accountability, deliverance will be the measures for good governance. Besides this rights of the overseas Pakistani shall also be protected. Their families honor and properties will be protected. Foreign policy will be framed to watch guard the interests of Pakistan. Truthfulness and fairness is the aim for the career of next generations’ rights. Security and national interests shall never be compromised. Cordial relations will be established with neighbors and the rest of the nations.

CONSTITUTION

PAKISTAN TEHREEK-E-SHADABAD

WHEREAS, at the turn of the 21st century as the masses of the Islamic Republic of Pakistan stood economically impoverished, politically isolated, disorganized, and demoralized a well-meaning group of people assembled in Rawalpindi, north Punjab district of Pakistan and decided “that a political association be formed in the name and style of Pakistan Tehreek-e-Shadbad”;

WHEREAS, the Pakistan Tereek-e-Shadbad adopted its aims and objectives as under: -

  • Offer a new, trustworthy and credible leadership dedicated to restoring a positive political and economic sovereignty of Pakistan by establishing a strong mutual bond of trust between the people and state institutions.
  • Committed to the political and security stability of the country because both are interrelated to each other. Pakistan Tehreek-e-Shadbad believes in the proper functionality of federation and its units in pure harmonization.
  • Our family values bind our society that must be preserved and continued with the same zeal and enthusiasm that our forefathers carried with them. Despite challenges like poverty and injustice the fabric of family is in danger along with the values questioning our code of conduct for the future while jeopardizing our future generations.
  • Finally, our religious, cultural, and ethnic diversity is a source of strength and unity. These are the pillars of Pakistan. If we want to secure our future, then be with us follow the values to lead our present into a successful future.

 

CHAPTER- I

INTRODUCTION

Name

 

  1. Party shall be called Pakistan Tehreek-e-Shadbad.

 

Aims and Objectives

  1. Aims and objectives of the Pakistan Tehreek-e-Shadbad shall be:
    1. To safeguard and preserve the sovereignty and integrity and to uphold the ideology of Pakistan;
    2. To uphold and protect the Constitution of the Islamic Republic of Pakistan.
    3. To ensure: -
      1. that the principles of democracy, freedom, equality, tolerance and social justice as enunciated by faith are fully observed and enforced in Pakistan;
      2. that the Muslims of Pakistan are enabled to order their lives in the individual and collective spheres by the teachings and requirements of Islam as set out in the Holy Quran and the Sunnah;
      3. that the fundamental rights including, equality of opportunity before law, social, economic and political justice, freedom ‘of thought, expression, belief, faith, worship, and association are guaranteed to all citizens of Pakistan;
      4. that the legitimate interests of minorities are fully safeguarded and they are free to profess and practice their religion;
      5. that special and generous treatment shall be accorded to backward sections of the population with a view to accelerate their educational, economic, and social progress;
      6. that the independence and impartiality of the judiciary be fully secured and maintained; and
      7. that practical steps are taken to advance the moral, material, social, economic and cultural life of the nation to enable the people of Pakistan to attain their rightful and honored place amongst the nations and make their full contribution towards peace, prosperity and progress of nation.
    4. to establish and maintain friendly relations with other peace-loving nations of the world and especially to strengthen fraternal relations and solidarity with the Muslim nations as well as with other faiths;
    5. to promote the cause of democracy for freedom and peace of justice throughout the world;

 

  1. to take practical steps from time to time for the achievement and furtherance of these aims; and
  2. Members of Tehreek-e-Shadbad shall uphold the constitution of the Islamic Republic of Pakistan and shall not undermine the sovereignty and integrity of Pakistan, public order to public morality or indulge in corrupt practices, terrorism or extremism shall not promote sectarian regional or provincial hatred or animosity.

 

Party Flag:

 

  1. The flag of Pakistan Tehreek-e-Shadbad shall be green strip (upper part), middle white (name of the PTS embossed) and third lower strip shall be Red.

 

CHAPTER II

The Central Organization

ORGANISATION

  1. Pakistan Tehreek-e-Shadbad shall be a popular and democratic organization.
  2. Organization of the Pakistan Tehreek-e-Shadbad shall consist of:-
    1. Convention of the Pakistan Tehreek-e-Shadbad constituted under the constitution;
    2. Council of Pakistan Tehreek-e-Shadbad as constituted under the constitution;
    3. Central Working Committee of Pakistan Tehreek-e-Shadbad as constituted under the constitution;
    4. District and City Pakistan Tehreek-e-Shadbad and their branches as constituted under the constitution;
    5. Pakistan Tehreek-e-Shadbad as constituted under the constitution;

 

Qualifications for membership

  1. Membership of the Pakistan Tehreek-e-Shadbad shall be open to all adult citizens of Pakistan free of cost who are not members of any other political party and/or declared as such by the Working Committee of the Pakistan Tehreek-e-Shadbad and that he/she/transgender shall sign a declaration that he/she and transgender is in agreement with the aims and objects of the Pakistan Tehreek-e-Shadbad and will abide by rules.
  2. Only members of the Pakistan Tehreek-e-Shadbad will be eligible to become office bearers of different tiers of the Party.
  3. Periodically/annual donation campaign can be introduced for the members of Pakistan Tehreek-e-Shadbad as determined by the CWC.
  4. Constitutional changes/amendments can be made to meet the modern changes.

 

Office-Bearers

  1. There shall be the following office-bearers of the Pakistan Tehreek-e-Shadbad:
    1. Chairman
    2. President
    3. Vice President
    4. Senior Vice President
    5. Secretary-General
    6. Deputy Secretary-General
    7. Joint Secretary-General
    8. Secretary Finance
    9. Secretary Information
    10. Secretary Coordination

 

Electoral College

  1. Chairman of the Pakistan Tehreek-e-Shadbad and all central/provincial and local office bearers shall be elected by the Pakistan Tehreek-e-Shadbad.

 

Resignation

  1. An office-bearer may resign from his/her office and such resignation may be addressed to the Chairman/President or Secretary-General of the Pakistan Tehreek-e-Shadbad.

 

Chairman

 

  1. Chairman of the Pakistan Tehreek-e-Shadbad shall have powers to dismiss any office bearer(s) on any ground being head of the entire party. Chairman shall exercise:
    1. All the powers inherent in his office and shall see that the office bearers and organizations work in consonance with the Constitution of the Tehreek-e-Shadbad and any bye-laws adopted under the land laws;
    2. May nominate any member of the party as office bearer(s) of the party till the election for the respective office(s) is held;
    3. May appoint any office bearer to serve as President, Vice President and Senior Vice President. He may also appoint other Secretaries for specific subjects;
    4. May ask one of the Senior Vice President to act as Acting President;
    5. May appoint a Central Executive Committee from within the members of the CWC to assist him/her in the exercise of his powers and discharge of his functions and for this purpose may entrust to the Central Executive Committee specific tasks, regarding which implementation report shall be submitted to him for approval;

 

  1. May either himself/herself sign party tickets for election to the Senate, National Assembly and Provincial Assembly, including bye-elections or may authorize the Secretary-General or Deputy Secretary-General to do so;
  2. Chairman shall hold office for five years, he/she can be elected for next term as per procedure of officer bearer.

 

Vacancy of the Office of Chairman

  1. If the office of the Chairman falls vacant due to death or resignation or any other reason before the expiry of the term of his/her office, it shall be duty of the Secretary General to convene, within seven days, a meeting of the Central Working Committee to elect an acting chairman and fix a date for the meeting of the Council of Pakistan Tehreek-e-Shadbad within 45 days of the occurrence of the vacancy to elect the Chairman Pakistan Tehreek-e-Shadbad.

President

  1. President will be responsible to manage/regulate the Pakistan Tehreek-e- Shadbad affairs with the pleasure of Chairman and CWC, they may assign him to perform in specific domains and jurisdictions to maintain discipline.

 

Secretary General

  1. Secretary General shall exercise:
  1. Powers delegated to him by the Chairman, President, Working Committee or the Council of the Pakistan Tehreek-e-Shadbad.
  2. He shall discharge all duties laid down and incidental to the enforcement of these rules and generally to his office.
  3. He may appoint and supervise the work of the staff of the Central Secretariat of the Pakistan Tehreek-e-Shadbad.
  4. He shall have the authority to grant leave of absence with or without pay to staff and the authority to punish or suspend them but all cases of dismissal shall be reported to the Central Working Committee with intimation to the President/Chairman.
  5. In case of emergency or any other related matters not affecting the fundamental principles of the Constitution of the Pakistan Tehreek-e- Shadbad, may with the approval of the President, take such action on behalf of the Central Working Committee as he/she deems expedient; provided that any action so taken shall be reported to the Central Working Committee at the next meeting for confirmation.
  6. Other Secretaries (General, Deputy, Joint, Finance, Information and Coordination) assigned different functions shall assist the Secretary General and perform such duties under his guidance as may be entrusted to them.
  7. Secretary General with the approval of Chairman and/or President (as the case may) shall issue agenda for the regular CWC meeting at least 03 days before the date of the meeting.

 

Deputy Secretary General

  1. During temporary absence or illness of the Secretary General, with the consent of the President, he may delegate his power(s) to the Deputy Secretary General. He shall exercise powers delegated to Secretary General by the Chairman, President, Working Committee or the Council of the Pakistan Tehreek-e-Shadbad:
  1. He shall discharge all duties laid down and incidental to the enforcement of these rules and generally to his office.
  2. He may appoint and supervise the work of the staff of the Central Secretariat of the Pakistan Tehreek-e-Shadbad.
  3. He shall have the authority to grant leave of absence with or without pay to staff and the authority to punish or suspend them but all cases of dismissal shall be reported to the Central Working Committee with intimation to the President/Chairman.
  4. In case of emergency or any other related matters not affecting the fundamental principles of the Constitution of the Pakistan Tehreek-e-Shadbad may with the approval of the President, take such action on behalf of the Central Working Committee as he/she deems expedient; provided that any action so taken shall be reported to the Central Working Committee at the next meeting for confirmation.
  5. Other Secretaries (Joint, Deputy, Information, Finance, Coordination and Propaganda) assigned different functions shall assist the Secretary General and perform such duties under his\her guidance as may be entrusted to them.
  6. Deputy Secretary General with the approval of Chairman/President/General Secretary (as the case may) shall issue agenda for the regular CWC meeting at least 03 days before the date of the meeting.
  7. Deputy Secretary General will assist Secretary General in his functions.

 

Convention

  1. Convention of the Pakistan Tehreek-e-Shadbad shall consist of the following:
    1. Members of the Pakistan Tehreek-e-Shadbad;
    2. Members of the Provincial Pakistan Tehreek-e-Shadbad;
    3. President and General Secretary of a District and City Pakistan Tehreek- e-Shadbad;
    4. Three delegates nominated by each District and City Pakistan Tehreek-e- Shadbad;
    5. Delegates nominated by Pakistan Tehreek-e-Shadbad of each province and attached states of Islamic Republic of Pakistan
    6. President and General Secretary of Overseas Branches of Pakistan Tehreek-e-Shadbad in each country or their nominees; and
    7. Other persons invited by the Chairman provided that invited persons are members of the Pakistan Tehreek-e-Shadbad or as Chairman may deem appropriate.

 

Time and venue of Session

  1. A session of the Convention of the Pakistan Tehreek-e-Shadbad may be held at such time and place as the Working Committee or the Chairman of the Pakistan Tehreek-e-Shadbad may determine.
  2. Every member of the Convention shall pay contribution as per his will before attending a session or any other contribution/donation determined by CWC from time to time.

 

Quorum

  1. Quorum for a session of the Convention shall be one-fourth of the total office bearers.

 

Functions

  1. Convention shall periodically review the affairs of Pakistan Tehreek-e-Shadbad and recommend measures to strengthen the party.
  2. Central Working Committee of the Pakistan Tehreek-e-Shadbad shall act as a Subject Committee to frame and adopt resolutions to be placed before the Convention.

 

Central Working Committee (CWC)

  1. CWC of the Pakistan Tehreek-e-Shadbad shall consist of the following:
    1. [10 to 100] members nominated by the CWC of Punjab Provincial Pakistan Tehreek-e-Shadbad.
    2. [5 to 100] members nominated by the CWC of Sindh Provincial Pakistan Tehreek-e-Shadbad.
    3. [5 to 100] members nominted by the CWC of KPK Provincial Pakistan Tehreek-e-Shadbad.
    4. [5 to 100] members nominated by the CWC of Baluchistan Provincial Pakistan Tehreek-e-Shadbad.
    5. [10 to 250] members nominated by the CWC of Islamabad Federal Capital Territory Pakistan Tehreek-e-Shadbad.
    6. Presidents and (Secretaries) of the Provincial Pakistan Tehreek-e- Shadbad and the Islamabad Federal Capital Territory Pakistan Tehreek-e- Shadbad.
    7. Office-bearers of the Pakistan Tehreek-e-Shadbad, including Presidents and General Secretaries at the federal, provincial and regional levels.
    8. 20 members nominated by the Chairman to provide adequate representation.

 

Term of Office

  1. Duration of the office bearer(s) of the Pakistan Tehreek-e-Shadbad shall be five

(05) years, new election for office bearer(s) shall be conducted within 90 days after the expiry of prescribed period.

  1. Chairman shall, twelve months before the expiry of the term of the office bearer(s), notify the date by which the constituent bodies should elect their representatives of Pakistan Tehreek-e-Shadbad.
  2. In case a Provincial Pakistan Tehreek-e-Shadbad fails to elect their representatives within the prescribed period, the Central Working Committee of Pakistan Tehreek-e-Shadbad shall have the power to nominate members for provincial CWC from the defaulting Province.

 

Attendance

  1. A member of the Pakistan Tehreek-e-Shadbad who attend the session shall donate as per his will in advance.

 

Meetings of the CWC

  1. Pakistan Tehreek-e-Shadbad CWC shall meet at the discretion of the President, provided that he shall convene at least one meeting in every calendar year.
  2. Chairman Pakistan Tehreek-e-Shadbad shall convene a special meeting of the Pakistan Tehreek-e-Shadbad at any time to discuss party affairs as well as other matters.

 

Requisition for Meeting

 

  1. A special meeting of the Pakistan Tehreek-e-Shadbad shall be convened if the Secretary General receives a written requisition signed by one-third of the total active members (office bearers) at any level, stating the purpose for which meeting is required to be convened. The requisitioned meeting shall be convened within 30 days under intimation to the Chairman of the receipt of such requisition, failing which the members requisitioning the meeting shall be entitled to convene the meeting themselves.

 

Prior Notice of the Meeting

  1. Secretary General shall, not less than (7) days prior to the ordinary meetings and (5) days prior to the special meeting, issue to each member a notice stating the time and place of the meeting. A press announcement to that effect shall also be made by the Secretary General.

 

Agenda of the meeting

  1. Agenda of every ordinary meeting shall be issued at least (3) days before the meeting, provided that this period may be curtailed by the President in special circumstances, members must notify the Secretary General (3) three days before the meeting, if they want to table a resolution giving the text of the same. However, Chairman may with the consent of the CWC permit the discussion of a subject even though the requirement of notice has not been fulfilled.

 

Quorum

  1. One-third of the total office bearers shall form the quorum of a meeting of the Pakistan Tehreek-e-Shadbad.

 

Functions of PTS

  1. Pakistan Tehreek-e-Shadbad shall perform the following functions:
    1. To elect the Central office-bearers of the Pakistan Tehreek-e-Shadbad;
    2. To amend the Constitution of the Pakistan Tehreek-e-Shadbad;
    3. To consider and pass resolutions with regard to all matters, arising from time to time, relating to the aims and objects of the Pakistan Tehreek-e-Shadbad; and
    4. To affiliate, suspend, dissolve or disaffiliate a Pakistan Tehreek-e-Shadbad, or Islamabad Federal Capital Pakistan Tehreek-e-Shadbad or an Overseas Branch, or other bodies of Pakistan Tehreek-e-Shadbad
    5. Chairman of Pakistan tehreek-e-shadbad can dismiss or suspend membership of any member due to moral turpitude.

 

Delegation of Powers

  1. CWC may delegate any one or more of its powers to the Chairman, Central Working Committee, the President, and/or any other office-bearer of the Pakistan Tehreek-e-Shadbad with such limitations and conditions as it may deem fit to impose.

Central Working Committee (CWC)

  1. Working Committee of Pakistan Tehreek-e-Shadbad shall consist of not less than (15) and not more than (90) members. It shall be nominated by the Chairman from among the members of the Pakistan Tehreek-e-Shadbad. Chairman shall nominate at least (12) members of the Working Committee within (30) days of his election. He shall have the power to expand, reshuffle, reconstitute the Working Committee or replace any particular member thereof whenever he deems appropriate.
  2. All office-bearers of the Pakistan Tehreek-e-Shadbad along with the Presidents and General Secretaries of Provincial chapters of Pakistan Tehreek-e-Shadbad and Islamabad Capital Pakistan Tehreek-e-Shadbad shall be ex-officio members of the Working Committee.
  3. A person who ceases to be a member of the Pakistan Tehreek-e-Shadbad shall cease to be a member of the CWC.
  4. CWC shall meet at least once every three months and as often as the Chairman desires.
  5. One-third of office-bearers shall form a quorum for a meeting of the CWC.
  6. All resolutions of the Central Working Committee shall be placed before the Pakistan Tehreek-e-Shadbad for information.

 

Functions of the CWC

  1. CWC shall be the principal executive organ of the Pakistan Tehreek-e-Shadbad and shall perform the following functions: -
    1. To consider and pass resolutions and to take necessary steps with regard to matters arising from time to time relating to the objective of the Pakistan Tehreek-e-Shadbad and to ensure that these are not inconsistent or at variance with the creed or policy of the Pakistan Tehreek-e-Shadbad or any resolution passed by the Convention or the Pakistan Tehreek-e- Shadbad;
    2. To take all necessary steps for giving effect to resolutions passed at a session of the Convention or a meeting of the CWC;
    3. To appoint from time to time and supervise the activities of sub- committees or subsidiary bodies for carrying out such duties and functions as may be entrusted to them, such as to deal with the affairs connected with the finances and organization of the Pakistan Tehreek-e-Shadbad, its regional offices, advancement of the partys’ aims and objectives and to attend the political challenges faced by Pakistan Tehreek-e-Shadbad;
    4. To approve the annual budget and to authorize payments in accordance with it and to appoint auditors;
    5. To sanction all payments not included in the Budget;
    6. To employ and dismiss staff and to determine their emoluments;
    7. To collect and consider all information necessary and useful with reference to the aims and objectives of the Pakistan Tehreek-e-Shadbad;
    8. To perform such other functions as the Convention or the CWC may empower it to perform.

 

Powers of the Central Working Committee

  1. Followings are the powers of the Central Working Committee of Pakistan Tehreek-e-Shadbad: -
    1. To control, direct and regulate all activities of Provincial chapters of the Pakistan Tehreek-e-Shadbad, Islamabad Federal Capital Pakistan Tehreek-e-Shadbad and Overseas offices of Pakistan Tehreek-e- Shadbad in consonance with the aims, objects, rules and declared policy of the party;
    2. To take disciplinary action against any member of the Pakistan Tehreek- e-Shadbad who violates the decisions of the Pakistan Tehreek-e- Shadbad or acts in contravention of its aims and objectives, and also to hear appeals against the decisions of any other subsidiary body;
    3. To suspend, dissolve or dis-affiliate any Provincial, District or City Pakistan Tehreek-e-Shadbad which fails in its duties or ignores the decisions or directions of the Central Working Committee or the Pakistan Tehreek-e-Shadbad or acts in contravention of such decisions or directions or hinders the progress of the Pakistan Tehreek-e-Shadbad any manner whatsoever subject to a right of appeal to the CWC of Pakistan Tehreek-e-Shadbad;

 

  1. To take disciplinary action against any office-bearer or forming part of the Pakistan Tehreek-e-Shadbad which falls in its duties, ignores the decisions or directions of the Central Working Committee or the Pakistan Tehreek-e-Shadbad or acts in a manner prejudicial to the interest of the Pakistan Tehreek-e-Shadbad, subject to a right of appeal to the Pakistan Tehreek-e-Shadbad;
  2. To appoint a Central Election Commission to organize and conduct elections in accordance with the relevant provisions. The Commission shall consist of not less than five members; and
  3. Any amendment to the constitution of Pakistan Tehreek-e-Shadbad shall be passed by a 2/3rd majority of present and voting members of CWC.

Delegation of Powers

  1. Central Working Committee may delegate any of its powers to the Chairman or President (Central) of the Pakistan Tehreek-e-Shadbad with such limitations and restrictions, if any, as it may deem fit to impose.

 

Nominations

  1. In consultation with the Chairman, the President Pakistan Tehreek-e-Shadbad shall nominate, from amongst the members of Pakistan Tehreek-e-Shadbad, to head the central co-ordination committee. He shall also nominate on the recommendations of central office bearers at federal/provincial and regional level, to nominate Vice President, General Secretary, and any other office-bearer, if required.
  2. Co-ordination Committee consist of Presidents and General Secretaries of respective areas, and Islamabad Federal Capital.
  3. General Secretaries of all Federal/Provincial/Regional Pakistan Tehreek-e- Shadbad will be appointed by the President on the recommendation of the CWC.
  4. Provincial Presidents in consultation with the District Pakistan Tehreek-e- Shadbad may appoint the Presidents and General Secretaries of respective areas.
  5. Presidents and General Secretaries at the Central, Provincial and Regional will be ex-officio members of the Pakistan Tehreek-e-Shadbad Council and the Councils respectively.

 

CHAPTER-III

THE PROVINCIAL ORGANISATION

Provincial Pakistan Tehreek-e-Shadbad

  1. For each Province of Pakistan there shall be a Pakistan Tehreek-e-Shadbad to be known as Provincial Pakistan Tehreek-e-Shadbad and the area to be served by a Provincial Pakistan Tehreek-e-Shadbad shall be co-extensive with the area of the Province for which it is constituted.
  2. Organization of the Provincial Pakistan Tehreek-e-Shadbad shall consist of:-
    1. Provincial Pakistan Tehreek-e-Shadbad.
    2. Central Working Committee of the Pakistan Tehreek-e-Shadbad.
    3. Divisional Pakistan Tehreek-e-Shadbad
    4. District Pakistan Tehreek-e-Shadbad.

  1. 30 members nominated by the President of a Provincial Pakistan Tehreek-e- Shadbad after its election to provide adequate representation to women, labour, youth or any other subsidiaries. Presidents and General Secretaries of each province shall be ex-officio members of the respective Provincial.

 

Electoral College

  1. Members of the Provincial Pakistan Tehreek-e-Shadbad shall be elected by the CWC of District and city Pakistan Tehreek-e-Shadbad according to the numbers of seats allocated for each District and City Pakistan Tehreek-e- Shadbad by the Central Working Committee of the Provincial Pakistan Tehreek-e-Shadbad, keeping in view the population of each District and City.

Functions of the Provincial Pakistan Tehreek-e-Shadbad

  1. Provincial Pakistan Tehreek-e-Shadbad shall perform the following functions:
    1. to elect Provincial office-bearers and members of the Pakistan Tehreek- e-Shadbad from the province concerned;
    2. to consider and pass resolutions with regard to all matters arising from time to time to carry out the purposes and aims and objectives of the Pakistan Tehreek-e-Shadbad;
    3. to affiliate, suspend, dissolve or dis-affiliate any local office specified under the Constitution.

 

Delegation of Power

  1. CWC may delegate any one or more of its powers to the Provincial Central Working Committee, the President or any other office bearer of the Provincial Pakistan Tehreek-e-Shadbad with such limitations and conditions as it may deem fit to impose.

Term of Office

 

  1. The term of the office of the members shall be five years but members will continue to serve until office bearer(s) are elected.

 

Meetings of the CWC

  1. Procedure of CWC Meeting: -
    1. CWC Provincial Pakistan Tehreek-e-Shadbad shall meet at discretion of the Provincial President, provided that he shall convene at least one meeting in every calendar year.
    2. General Secretary of the Pakistan Tehreek-e-Shadbad shall in consultation with the CWC Provincial President, announce the date, time and place of the meeting of the CWC and shall issue an agenda at least (7) days before the date of the meeting.
    3. One third of the total members (office bearer) may requisition the meeting for a special purpose. The General Secretary of the party shall convene the meeting within thirty days of the receipt of such notice.
    4. Notice two days before the date of the meeting of the CWC shall be required by a member of the CWC to move a resolution in the meeting of the CWC.

 

Membership Contribution

  1. Membership shall be open to all adult citizens of Pakistan who are not members of any other political party and/or declared as such by the Central Working Committee of the Pakistan Tehreek-e-Shadbad and that he/she, signs a declaration that he/she/transgender is in agreement with the aims and objects of the Pakistan Tehreek-e-Shadbad and will abide by its rules and constitution and may donate for the party as per his will. Every member of the Provincial shall donate as his will of the party before attending a session, or any contribution determined by CWC at needy hours. A member who has not paid this contribution shall not be entitled to participate in the meeting of the CWC.

 

Quorum

  1. One-third of the total members of the CWC (office bearer) shall form the quorum.

 

Office Bearers

  1. Following shall be the office-bearers of the Pakistan Tehreek-e-Shadbad:

    6. Finance Secretary (one)

Provincial President may ask one or more Vice Presidents to serve as Senior Vice President. He may also appoint a Chief Organizer to undertake PTS work, whenever necessary. In addition to the Information Secretary and Finance Secretary, the Provincial Central Working Committee may appoint other secretaries for different functions and one or more Additional General Secretaries, if necessary.

 

Term of Office

  1. Every office-bearer shall hold office for a term of five years, the party founder (Chairman) shall hold office as per article 13(vii) or he may nominate any person to act as Chairman in case of incapacitation. Any office bearer may resign from his office by a letter addressed to the Chairman/President or the General Secretary. The vacancy in the office bearers shall be filled by the Central Working Committee of the Province concerned.
  2. Chairman may designate honorary designations to any person as he/she deems appropriate such as Pattern in Chief etc…

 

Powers of the Provincial President

  1. President of a Provincial Pakistan Tehreek-e-Shadbad shall be the Head of the Provincial PTS in the Province concerned and shall exercise all the powers inherent in his office and shall see that all the authorities in the Province of his, jurisdiction work in consonance with the Constitution of the Pakistan Tehreek-e-Shadbad, rules and bye-laws.
  1. Provincial President may appoint a Provincial Executive Committee in consultation with the President from within the member of the Provincial Central Working Committee to assist him in the exercise of his powers and discharge of his functions and for this purpose may entrust to the Provincial Central Working Committee specific tasks, regarding which implementation report shall be submitted to him for approval.
  2. Provincial President may sign party tickets with the approval of the President with the pleasure of Chairman for election to local bodies at all levels or may authorize other office bearers to do so.

 

Acting President

  1. During the absence or illness of the Provincial President, the President may nominate one of the Vice Presidents to perform the functions of the President; Provided that the powers of forming, expanding, reshuffling or reconstituting the Central Working Committee of the Provincial Pakistan Tehreek-e- Shadbad or of nominating members of the Provincial CWC, shall not be exercisable by any of the Vice Presidents when acting as President.

Vacancy of the Office of President

  1. If the office of the Provincial President falls vacant due to death or resignation before the expiry of the term of his/her office, it shall be the duty of the General Secretary to convene the meeting of the CWC within (15) days to elect the new President within (45) days of such vacancy.

 

Duties of the General Secretary

  1. General Secretary shall exercise all the powers delegated to him by the Central Working Committee or, as the case may be the CWC of the Provincial Pakistan Tehreek-e-Shadbad. The General Secretary shall exercise all powers and discharge all the duties laid down by and incidental to the enforcement of the Constitution and generally to his office.

 

  1. General Secretary shall supervise the work of the staff of the Provincial Pakistan Tehreek-e-Shadbad Secretariat.
  2. General Secretary shall have the authority to grant leave of absence with or without pay to the staff and the authority to punish or suspend them, but all cases of dismissal shall be reported to the Central Working Committee.
  3. In case of emergency and in matters not affecting the fundamental principles of the Constitution, the General Secretary may, with the approval of the President, take such actions on behalf of the Provincial Pakistan Tehreek-e-Shadbad as he deems expedient. Provided that any action so taken shall be reported to the Provincial Central Working Committee at its next meeting for confirmation.

 

Other Functionaries

  1. All secretaries assigned different functions and the Joint Secretaries shall assist the General Secretary and perform such functions under his guidance as may be entrusted to them. During the absence or illness of the General Secretary, the President may nominate one of the Joint Secretaries to act as General Secretary.

Provincial Central Working Committee

  1. Central Working Committee of the Provincial Pakistan Tehreek-e-Shadbad shall consist of no less than (15) and not more than (90) members. It shall be nominated by the President of the respective Provincial Pakistan Tehreek-e- Shadbad from amongst the members of the concerned Provincial Pakistan Tehreek-e-Shadbad. The President of the respective Provincial Pakistan Tehreek-e-Shadbad shall nominate at least (15) members of the Central Working Committee within (90) days of his election. He shall have the power to expand, reshuffle or reconstitute the Central Working Committee or replace any particular member thereof whenever he deems necessary. All the office- bearers of the respective Provincial Pakistan Tehreek-e-Shadbad shall be ex- officio members of the Provincial Central Working Committee of the respective Provincial Pakistan Tehreek-e-Shadbad. Central Working Committee shall meet as often as the President of the Provincial Pakistan Tehreek-e-Shadbad desires and at least once every three months. One-third of members excluding the office-bearers shall form a quorum for a meeting of the Central Working Committee. All the resolutions of the Central Working Committee shall be placed before the Provincial Pakistan Tehreek-e-Shadbad for information.

 

Functions

  1. Central Working Committee shall be the principal executive of the Provincial Pakistan Tehreek-e-Shadbad and shall perform the following functions: -
    1. To consider and pass resolutions and to take necessary steps with regard to matters arising from time to time relating to objectives of the Provincial Pakistan Tehreek-e-Shadbad and to ensure that these are not inconsistent or at variance with the creed or policy of the Pakistan

 

Tehreek-e-Shadbad or any resolution passed by the Pakistan Tehreek-e- Shadbad;

  1. To take all necessary steps for giving effect to resolutions passed at a session or the Central Working Committee;
  2. To appoint from time to time and supervise the activities of sub- committees or subsidiary bodies for carrying out such duties and functions as may be entrusted to them, such as to deal with the affairs connected with the finances, advancement of the party’s aims and objectives and attend to the political challenges;
  3. To suspend, dissolve or disaffiliate any District/City Pakistan Tehreek-e- Shadbad or their subsidiary, which fall in their duties or violate the decisions or directions of Provincial Pakistan Tehreek-e-Shadbad or Pakistan Tehreek-e-Shadbad, subject to a right of appeal to the President Tehreek-e-Shadbad;
  4. To take disciplinary action against any member of the Pakistan Tehreek- e-Shadbad who violates its decision or acts in contravention of the aims and objects;
  5. To approve the annual budget and to authorize payments in accordance with it and to appoint Auditors;
  6. To sanction all payments not included in the budget;
  7. To collect and consider all information necessary and useful with reference to the aims and objectives of the Provincial Pakistan Tehreek- e-Shadbad;
  8. To perform such other functions as may be entrusted by the CWC.

 

Islamabad Federal Capital Pakistan Tehreek-e-Shadbad

  1. For the Islamabad Capital Area there shall be Pakistan Tehreek-e-Shadbad known as Islamabad Federal Capital Pakistan Tehreek-e-Shadbad and the area to be served by the Federal Capital Pakistan Tehreek-e-Shadbad shall be co-extensive with the area of the Federal Capital.
  2. CWC of Federal Area Pakistan Tehreek-e-Shadbad shall consist of [10 to 30] members to be elected by the CWC of District Pakistan Tehreek-e-Shadbad and City Pakistan Tehreek-e-Shadbad in the following manner: -

District Pakistan Tehreek-e-Shadbad (Rural) - [5 to 30] members City Pakistan Tehreek-e-Shadbad (Urban) – [5 to 30] members

  1. All the provisions of the Constitution relating to the Provincial Pakistan Tehreek-e-Shadbad in Chapter-III and Local PTS in Chapter-IV, shall mutatis mutandis apply in case of Islamabad Federal Capital Pakistan Tehreek-e- Shadbad as far as applicable.

 

CHAPTER – IV

LOCAL PTS

 

District Pakistan Tehreek-e-Shadbad

  1. CWC of the District Pakistan Tehreek-e-Shadbad shall consist of the representatives of the Tehsil and Town Pakistan Tehreek-e-Shadbad. Every Tehsil or Town Pakistan Tehreek-e-Shadbad shall elect 20% of its members up to a maximum of 10, as members of District Pakistan Tehreek-e-Shadbad City Pakistan Tehreek-e-Shadbad.
  2. In all the Municipal Corporations and Municipal Committees, City Pakistan Tehreek-e-Shadbad shall be formed. Central Working Committee of a Provincial Pakistan Tehreek-e-Shadbad shall have the power to allow the formation of more than one City Pakistan Tehreek-e-Shadbad considering the density of population of a big city. City Pakistan Tehreek-e-Shadbad in a Municipal Corporation will be directly under the Provincial Pakistan Tehreek- e-Shadbad. Other City Pakistan Tehreek-e-Shadbad will work under their respective District PTS.

 

PTS of City

  1. PTS of the City shall consist of elected representative of the Primary Pakistan Tehreek-e-Shadbad who shall be elected as follows: -
  • For first 100 primary members, one Member and for every additional 100 members one additional Member.
  • Elected Member of a Municipal Committee or Corporation who are members of Pakistan Tehreek-e-Shadbad, shall be ex-officio members of the PTS of the City/

 

Office Bearers

  1. The following shall be the office-bearers of a District or City Pakistan Tehreek- e-Shadbad:-
    1. President (one)
    2. Vice President (one) and Senior Vice President (one)
    3. General Secretary (one)
    4. Information Secretary (one)
    5. Finance Secretary (one)
    6. Joint Secretaries (as decided by President)

 

Central Working Committee

  1. President of the District or City Pakistan Tehreek-e-Shadbad as the case may be, shall nominate a Central Working Committee consisting of 25 members. The office-bearers of the District and City Pakistan Tehreek-e-Shadbad shall be the ex-officio members of the Central Working Committee. There shall be at least one meeting every three months.

Divisional Pakistan Tehreek-e-Shadbad

  1. President and General Secretary may be nominated in a division with the approval of President, Pakistan Tehreek-e-Shadbad to monitor and coordinate PTS activities. A regional office may be created by President Pakistan Tehreek-e-Shadbad in a province if necessary.

Tehsil and Town Pakistan Tehreek-e-Shadbad

  1. There shall be a Tehsil Pakistan Tehreek-e-Shadbad ‘in each Tehsil. Similarly, there shall be a Pakistan Tehreek-e-Shadbad in every Town which has a Town Committee in a notified area. All Tehsil and Town Pakistan Tehreek-e-Shadbad shall be affiliated to the District Pakistan Tehreek-e- Shadbad. The Provincial President may also authorize the setting up of Pakistan Tehreek-e-Shadbad units on a provincial constituency basis instead of a Tehsil.
  2. The Tehsil and Town Pakistan Tehreek-e-Shadbad shall supervise the activities of the Primary Pakistan Tehreek-e-Shadbad within their respective territorial jurisdiction, and shall be authorized to affiliate or dis-affiliate the Primary Pakistan Tehreek-e-Shadbad. Any Primary Pakistan Tehreek-e- Shadbad aggrieved by the decision of the Tehsil Pakistan Tehreek-e- Shadbad shall have the right of appeal to the Working Committee of the District Pakistan Tehreek-e-Shadbad.

Composition of Tehsil/Town Pakistan Tehreek-e-Shadbad

  1. CWC of the Tehsil/Town shall consist of the elected representatives of the Primary Pakistan Tehreek-e-Shadbad shall be elected as for two hundred Primary members and for every additional 200 members or part thereof, one Member, up to a maximum of five Members for one Primary Pakistan Tehreek-e-Shadbad.

 

Meetings

  1. Tehsil/Town Pakistan Tehreek-e-Shadbad shall meet as often as the President desires, but shall meet at least three times in a calendar year. The quorum of the meeting of the PTS shall be one fourth of its office bearers.
  2. One-third of office bearers Tehsil/Town PTS may requisition a meeting of the PTS for a definite purpose which shall be stated in the Requisition Notice. The General Secretary of the Tehsil/Town Pakistan Tehreek-e-Shadbad shall be bound to summon the meeting of the CWC within fifteen days of the receipt of the notice. If the General Secretary fails to do so, the members requisitioning the CWC meeting shall have the right to summon the meeting.

 

 

Membership Fee

  1. Membership of the Pakistan Tehreek-e-Shadbad shall be open to all adult citizens of Pakistan free of cost.

 

Office-Bearers of Tehsil/Town Pakistan Tehreek-e-Shadbad

  1. PTS of the Tehsil/Town Pakistan Tehreek-e-Shadbad shall elect following office-bearers from amongst its members:
    1. President (one)
    2. Vice Presidents (One-Senior Vice President, 3 –Vice Presidents)
    3. General Secretary (one)
    4. Information Secretary (one)
    5. Finance Secretary (one)
    6. Joint Secretaries (as decided by President)

The election of the office bearers shall take place in a meeting of the CWC.

 

Central Working Committee

  1. President of the Tehsil and Town Pakistan Tehreek-e-Shadbad shall, within

(10) days of his election, nominate the Central Working Committee consisting of (15) members out of the members of the Council. All the office-bearers of the Tehsil/Town Pakistan Tehreek-e-Shadbad shall be ex-officio members of the Central Working Committee. The quorum of the meeting of the Central Working Committee shall be one third members including the office-bearers. There shall be at least one meeting every three months

 

Union Council Pakistan Tehreek-e-Shadbad

  1. In case of villages which consisted a Union Council, that Union Council Pakistan Tehreek-e-Shadbad will be the Primary League. In cases, where one Union Council has several Primary Pakistan Tehreek-e-Shadbad, the Union Council Pakistan Tehreek-e-Shadbad will constitute a higher tier and will be organized in accordance with settlement.

 

Primary Pakistan Tehreek-e-Shadbad

  1. Primary Pakistan Tehreek-e-Shadbad in every: -
    1. Village where there are at least (200) members of the Pakistan Tehreek-e-Shadbad. A Primary Pakistan Tehreek-e-Shadbad may initially be started with (50) members only. The Central Working Committee of the District Pakistan Tehreek-e-Shadbad may allow more than one Primary Pakistan Tehreek-e-Shadbad in a village or more than one villages to be grouped together to form a Primary Pakistan Tehreek-e-Shadbad; and
    2. Ward of a city having at least (200) members of Pakistan Tehreek-e- Shadbad. A Primary Pakistan Tehreek-e-Shadbad may initially be started with fifty members only. The Central Working Committee of the City Pakistan Tehreek-e-Shadbad may allow more than one Primary Pakistan Tehreek-e-Shadbad in a ward.

Office-Bearers of Primary Pakistan Tehreek-e-Shadbad

  1. Following shall be office-bearers of a Primary Pakistan Tehreek-e-Shadbad: -
    1. President (one)
    2. Vice Presidents (One-Senior Vice President, 3 –Vice Presidents)
    3. General Secretary (one)
    4. Information Secretary (one)
    5. Finance Secretary (one)

Every member of the Primary Pakistan Tehreek-e-Shadbad shall be the member of PTS. The CWC shall elect the office-bearers of the Primary Pakistan Tehreek-e- Shadbad.

 

Central Working Committee of Primary Pakistan Tehreek-e-Shadbad

  1. President of the Primary Pakistan Tehreek-e-Shadbad in consultation with other office bearers shall nominate his Central Working Committee consisting of (15) members. The office-bearers of the Primary Pakistan Tehreek-e- Shadbad shall be ex-office members of the Central Working Committee. There shall be at least one meeting every three months.

 

CHAPTER – V

ELECTIONS

 

Election Procedure

  1. Pakistan Tehreek-e-Shadbad shall hold party elections at all levels in a free and fair manner either by show of hands or by secret ballot, if required, based on democratic and transparent principles.
    1. Party will hold election by show of hands or by secret ballot at Central/Provincial/Local levels.
    2. Eligibility: Any member of the Electoral College may contest election for the offices for which Electoral College is constituted.
    3. All office-bearers of Pakistan Tehreek-e-Shadbad shall hold office till the next election and shall be eligible for re-election.

Central Election Commission

  1. Elections of Office-bearers of the Pakistan Tehreek-e-Shadbad at the national level shall be organized and conducted by the Central Election Commission.
    1. Central Election Commission shall consist of not less than five members appointed by the CWC prior to each election. Existing office bearers of Pakistan Tehreek-e-Shadbad and the candidates for an election shall not be eligible to become members of the Commission.

 

Provincial Election Authority

  1. Provincial Election Authority nominated by the Provincial Central Working Committees shall organize and conduct election of office-bearers of the Provincial Pakistan Tehreek-e-Shadbad. It shall consist of five members of which at least two shall be from outside the Province concerned. Existing office-bearers of Provincial Pakistan Tehreek-e-Shadbad and the candidates for an election shall not be eligible to become members of the authority.

 

District Election Authority

  1. District Election Authority shall organize and conduct elections at the District and local level. Each such Commission consisting of five members shall be nominated by the Central Working Committee of the respective Provincial Pakistan Tehreek-e-Shadbad and at least two of its members shall be from out-side the District concerned. Existing office-bearers of Provincial and Central Pakistan Tehreek-e-Shadbad and the candidates for any District and local PTS of the party shall not eligible to become members of the Commissions.

 

Electoral College

  1. President of Pakistan Tehreek-e-Shadbad shall be elected by the CWC of Pakistan Tehreek-e-Shadbad and the President of a Provincial Pakistan Tehreek-e-Shadbad shall be elected by the CWC of Pakistan Tehreek-e- Shadbad concerned.

 

Bye-Election

  1. All casual vacancies arising in the ranks of the office-bearers shall be filled by the concerned Central Working Committee subject to subsequent confirmation by the CWC of respective Pakistan Tehreek-e-Shadbad.

Settlement of Election Disputes

  1. Central Working Committee concerned shall appoint/nominate an Election Tribunal for hearing of appeals and petitions against election to the respective Pakistan Tehreek-e-Shadbad.
    1. Each Election Tribunal shall consist of one Chairman and two members.
    2. A Tribunal shall regulate its own procedure for hearing and disposal of appeals and petitions relating to election as expeditiously as possible.

 

CHAPTER – VI

FINANCE AND ACCOUNTS

 

Membership Fee

  1. Membership of the Pakistan Tehreek-e-Shadbad shall be open to all adult citizens of Pakistan free of cost.

Party Ticket Fee

  1. President Pakistan Tehreek-e-Shadbad may issue party ticket free of cost with pleasure of Chairman for Senate, National Assembly, Provincial Assembly and Local body elections and bye elections.

Accounts of Income/Funds

  1. All fees received from members of the Convention and the CWC as well as donations and contributions collected from time to time shall be accounted for properly as income/funds of the Pakistan Tehreek-e-Shadbad.

Maintaining of Accounts

  1. Funds of the Pakistan Tehreek-e-Shadbad shall be deposited in the name of Pakistan Tehreek-e-Shadbad with a bank approved by the Central Working Committee.

Operation of Accounts

  1. Finance Secretary shall be authorized to operate the Bank account of Pakistan Tehreek-e-Shadbad jointly with any other office-bearer nominated by the President/Chairman.

Distribution of Funds

  1. Funds/donations/contribution    collected    from     the     members     and other body according their status shall be distributed amongst the Primary Pakistan Tehreek-e-Shadbad, Union Council Pakistan Tehreek-e- Shadbad, Tehsil Pakistan Tehreek-e-Shadbad, City Pakistan Tehreek-e- Shadbad, District Pakistan Tehreek-e-Shadbad and Provincial Pakistan Tehreek-e-Shadbad, in accordance with the instructions issued from time to time by the Provincial Pakistan Tehreek-e-Shadbad. Funds/donations/ contribution through remittance will be appreciated.

 

Annual Statement of Finance and Accounts

  1. A proper account of income/donations and expenditure shall be maintained by the respective Finance Secretaries for a fiscal year at the Central, Provincial and Local level and the annual statement of finance and accounts shall be presented to the Central Working Committee concerned within two months of the close of financial year (July to June).

 

Audit of Accounts

  1. General Secretary shall arrange audit of the accounts yearly and the report of audit shall be presented to the Central Working Committee concerned along with the Annual Statement of Finance and Accounts.

 

Submission of Accounts to Election Commission

  1. Finance Secretary of the Pakistan Tehreek-e-Shadbad shall submit the statement of Finance and Accounts to the Central Working Committee for approval before its submission to the Election Commission of Pakistan as required by the Political Parties Rules, 2002 (as amended from time to time).

 

CHAPTER – VII

MISCELLANEOUS

 

Amendment of Constitution

  1. Constitution of Pakistan Tehreek-e-Shadbad may be amended by the CWC of Pakistan Tehreek-e-Shadbad by at least two-third majority of the members present and voting on the recommendation of CWC, which will approve the proposed recommendations by at least two third majority members and voting.

Decisions by Majority Vote

  1. All matters shall be decided by majority of votes, provided that if division is demanded at a session, the voting shall be recorded in accordance with the number of members allocated to the provinces under the Constitution.

 

Powers to make rules

  1. Chairman shall, with the approval of the Central Working Committee, make rules for carrying’ out the purposes of the Constitution.

 

Removal of Difficulty

  1. If any difficulty arises in giving effect to any of the provisions of the Constitutions, the President of Pakistan Tehreek-e-Shadbad may make such provisions for the removal of the difficulty as he may deem fit.

 

Office-bearers to hold Office till Election

  1. If the term of an office-bearer, a member of a CWC of Pakistan Tehreek-e- Shadbad expires, he shall continue to perform his duties as such till his successor in office is elected, or as the case may be, nominated by the competent authority.

Membership of Parliamentary Party for Independent Members

  1. Independent Members of the Parliament or Provincial Assemblies may become members of the Pakistan Tehreek-e-Shadbad Parliamentary Party in the Parliament or as the case may be, in a Provincial Assembly by signing a pledge to the effect that they shall abide by the decisions or orders of the Parliamentary Party of Pakistan Tehreek-e-Shadbad from time to time.
  2. If any dispute arises between member and party on Principal or aims and objectives of the party, the matter will be referred to three (03) members’ committee constituted by the Party President or the Central Working Committee in consultation with intimation to the Chairman.

 

Performance Reports.

  1. All central office bearers and Provincial CWC shall forward performance report to the Party President periodically for presentation to CWC\Chairman through Secretary General. Likewise, all district PTS and provincial office bearers shall present performance report periodically to respective Provincial President for presentation to Provincial Central Working Committee through respective General Secretary.

 

Ethic and Discipline Committee

  1. There shall be a federal and provincial level Ethics and Discipline Committee, Respective President shall nominate 5 members’ of CWC to be headed by a senior member in consultation with respective central working committee.

 

Functions

  1. Central Working Committee will perform functions of ensuring that the activities of office bearers at all levels are discharged in accordance with the constitutions of the party and with honesty in light of directions given by the CWC.
  2. Respective President or Central Working Committees may refer complaint against any office bearer of the party to respective ethic and discipline CWC for investigation and recommendations to respective president for action.
  3. Any member of the party shall have the right to get a copy of any proceeding/document of the party after paying requisite fee as decided by party from time to time.
  4. No office bearer of the party will hold office in the service of Pakistan and party offices at a time.
  5. A member or group of member of the party may nominate in writing any other member/group of the party as delegate to represent him or them and cast his/their vote in party meeting:

Provided that the so nominated member/members must be the member of that forum. The nominator must inform the party President and Secretary General / General Secretary in writing with his signature 5 days prior to the meeting with the name/names of the delegate.

 

Definitions

  1. In this Constitution,
    1. “Article” means an Article of the Constitution of Pakistan Tehreek-e- Shadbad,
    2. “President” means the President of Pakistan Tehreek-e-Shadbad referred to under Article 14.
    3. “Clause” means clause of the Article of this Constitution.
    4. “Constitution” means the Constitution of Pakistan Tehreek-e-Shadbad,
    5. “Local PTS” means a branch of Pakistan Tehreek-e-Shadbad established in a district or a city and PTS.
    6. “Part” means part of this Constitution.
    7. “Citizen” means a citizen of Pakistan as defined by the Citizenship Act, 1952.
    8. Members, means Pakistani Citizen including overseas Pakistani those living abroad with Pakistan origin and who possess valid party membership card.
    9. CWC means Central Working Committee
